This layer does not absorb Wants. If a purchase reaches fixed money, Money Garden calls it a Stop / credit-risk condition.
After true free room is gone, discretionary overspending comes out of this shield before touching Needs protection.

Cash beyond the full shield is true Protected free room. A Want uses true free room first, then reduces the funded shield, then begins eroding conservative Needs protection. If a Want would reduce money required for fixed commitments, the result is STOP / credit risk.
